His past positions include Deputy Secretary, Additional Director, Joint Secretary, Director, Special Secretary, and Special Secretary. He most recently held the designation of Special Secretary from February 18, 1999, to September 30, 2000. Throughout his career, Singhal contributed to the administrative framework of Uttar Pradesh before retiring from service.
