I Samuel Anand Kumar, born on 17 May 1961, is a retired Indian Administrative Service officer from the 2004 batch, Andhra Pradesh cadre. Throughout his career, he held various positions including Special Commissioner, Director, Project Director, Managing Director, Joint Collector, and Project Officer.
