Himanshu Kumar Rai, born on July 10, 1972, is an Indian Administrative Service officer of the 2010 Bihar cadre batch. He holds a B.A. in History and an M.A. in Medieval History. Throughout his career, he has served in various capacities including Joint Secretary, Additional Secretary, Director, Special Secretary, and Commissioner. Since December 11, 2025, he has been serving as the Commissioner at Darbhanga, Bihar. Fluent in Hindi, Rai continues to contribute to the administrative framework of Bihar. He remains in active service within the IAS.
