Hema Kanta Say, born on June 29, 1987, is an Indian Administrative Service officer of the 2017 batch, serving in the Odisha cadre. He holds a B.Tech in Mechanical Engineering and an M.A. in Public Management. Currently, he is the Collector and District Magistrate of Mayurbhanj, Odisha, a position he has held since June 4, 2025. Prior to this, he has also served as Collector and District Magistrate. He continues to serve in the Indian Administrative Service.
