Hema Kanta Say, born on June 29, 1987, is an Indian Administrative Service officer from the 2017 batch, Odisha cadre. He holds a B.Tech in Mechanical Engineering and an M.A. in Public Management. Currently, he serves as the Collector and District Magistrate of Mayurbhanj, Odisha, a position he has held since June 4, 2025. Prior to this, he has also served as Collector and District Magistrate. He continues to be in service, contributing to the administration of Odisha.
