Hema Kanta Say, born on June 29, 1987, is an Indian Administrative Service officer from the 2017 batch, Odisha cadre. He holds a B.Tech in Mechanical Engineering and an M.A. in Public Management. Currently, he serves as the Collector and District Magistrate of Mayurbhanj, Odisha, a position he has held since June 4, 2025. Prior to this, he has also served as Collector and District Magistrate. He is actively serving in the Indian Administrative Service.
