Hari Chand Semwal, born on May 7, 1965, is a retired IAS officer from the 2005 batch of the Uttarakhand cadre. He holds an LL.B. and M.Com. from Devi Ahilya University, Indore. Over his career, he served in various capacities including District Magistrate, Excise Commissioner, Managing Director, and multiple Secretary and Additional Secretary roles. His most recent position was Secretary in the Panchayati Raj Department, Uttarakhand, from July 4, 2024, to May 12, 2025. Throughout his service, he contributed to diverse administrative functions within the state government.
