His most recent role was Special Secretary in the Public Works Department from July 1, 1992, to November 1, 1994. Sharan holds postgraduate qualifications in Philosophy and graduate degrees in English Literature and Philosophy. Throughout his career, he served in multiple administrative capacities within the Uttar Pradesh government.
