H K Sinha, born on January 17, 1936, is a retired Indian Administrative Service officer from the 1983 Bihar cadre. He holds a Ph.D. in Economics, a postgraduate degree in Statistics, and a graduate degree in Mathematics. Throughout his career, he served in various capacities including Deputy Commissioner, Director, Deputy Secretary, Joint Secretary, and Secretary. His most recent position was Joint Secretary in the Human Resources Department from January 1, 1992, to January 1, 1994. Sinha’s extensive service reflects a diverse administrative experience within the Indian government.
