H. Basker, born on 15 October 1954, is a retired IAS officer from the 1983 Karnataka cadre. He holds postgraduate degrees in Rural Development and Zoology, along with a graduate degree in Zoology. Over his career, he served in various capacities including Principal Secretary, Managing Director, CEO and Member Secretary Joint Equivalent, Project Director, Special Officer, Executive Director, Divisional Commissioner, Director, Commissioner, Deputy Commissioner, Administrator, Chief Secretary, Joint Director, Deputy Secretary, and Assistant Commissioner. His most recent position was Principal Secretary at Bangalore, Karnataka, in the Public Enterprises Department from 4 July 2013 to 31 October 2014.
