Gupta Rahul Babubhai, born on 20 August 1979, is a 2004 batch IAS officer of the Gujarat cadre. He holds a B.Com from Gujarat University, a CA in Accountancy, and a Ph.D. in Management from Sardar Patel University. Currently, he serves as Secretary in the Sports, Youth and Cultural Activities Department, Gujarat, since 23 December 2025. His past roles include Secretary, Vice Chairman & Managing Director, Industries Commissioner, District Collector, and Joint Secretary to Government. He has received multiple awards, including the Director’s Gold Medals for IAS professional course excellence and the Ashok Bambawale Memorial Award. He is proficient in English, Hindi, and Gujarati.
