Guha Poonam Tapas Kumar, born on 11 September 1980, is an Indian Administrative Service officer of the 2008 Odisha cadre. She holds a B.A. from Mumbai University, an M.A. in Politics (International Studies), and an M.B.A. from Sikkim Manipal University. Currently, she serves as the Commissioner-cum-Secretary at the Handlooms, Textiles and Handicrafts Department, Odisha, since 22 January 2025. Her past roles include Special Secretary, Commissioner, Additional Secretary, Director, Joint Secretary, District Collector and Magistrate, Project Director, and Revenue Divisional Commissioner. She has received multiple awards, including a Certificate of Appreciation during the FIH Odisha Hockey
