E L S N Bala Prasad, born on 23 June 1961, is a retired IAS officer from the 1986 Bihar cadre. He served in various capacities including Special Secretary at the President's Secretariat, New Delhi, from July 2019 to June 2021. His extensive career encompassed roles such as OSD to the President of India, Principal Secretary to the Governor, Commissioner and Secretary, Director General, Joint Secretary, District Collector and Magistrate, and Deputy CEO. He holds a graduate degree and postgraduate degree in Political Science, along with an M.Phil. in Chinese Studies.
