Dharmendra, born on 17 September 1965, is a retired Indian Administrative Service officer from the 1989 batch of the AGMUT cadre. He holds a B.Tech. in Civil Engineering. Throughout his career, he served in various capacities including Chief Secretary to the Government of NCT of Delhi from September 2024 to September 2025. His past roles encompass positions such as Additional Secretary & FA, Joint Secretary, Secretary, Commissioner, Managing Director, Special Secretary, Chief Electoral Officer, Director, Commissioner, Deputy Secretary, Private Secretary, OSD to Minister, District Collector, and Principal Secretary Apex Scale. He received the Prime Minister Award for Excellence in Public Administration in 2021. He is proficient in English and Hindi.
