A graduate by education, he served in various capacities including Transport Commissioner, Director, Special Secretary, Managing Director, and Special Relief Commissioner. His most recent position was Secretary in the Transport Department, a role he held from 12 June 2007 to 28 February 2009. Throughout his career, Singh contributed to the administrative framework of Jammu & Kashmir until his retirement.
