D Manikandan, born on 15 June 1979, is an Indian Administrative Service officer from the 2010 batch, assigned to the A G M U T cadre. He holds a Graduate degree in Psychology from Dr MGR Medical University, an M.Sc. from Madras University, and an M.A. from IGNOU Delhi. Currently, he serves as Secretary to the Lieutenant Governor at Puducherry. His previous roles include District Collector, Additional District Magistrate, Deputy Collector, Joint Secretary, Additional Secretary, and Secretary in various departments. He has received awards for drug prevention initiatives, flood mitigation, and national water management. He is proficient in English and Tamil.
