D Kadmiel, born on May 2, 1955, is a retired Indian Administrative Service officer from the 1993 batch, Andhra Pradesh cadre. He served as Secretary in the Personnel and Administrative Reforms Department from January 18, 2015, to May 31, 2015. His career includes roles such as Vice Chairman & Managing Director, Special Commissioner, Director, District Collector and Magistrate, Joint Secretary, Joint Collector, and Deputy Secretary. He holds a graduate degree and diplomas in English and Strategic Export Marketing from Andhra University.
