Chitta Ranjan Biswal, born on November 3, 1952, is a retired Indian Administrative Service officer from the 1981 Andhra Pradesh cadre. He holds graduate and postgraduate degrees in Physics. Throughout his career, he served in various capacities including Assistant Collector, Sub Collector, Project Officer, District Development Officer, District Collector, Deputy Secretary, Joint Secretary, Sr. Regional Manager, Commissioner, Special Commissioner, Secretary, and Principal Secretary. His most recent position was Principal Secretary of the Panchayat and Rural Development Department from January 4, 2012, to November 30, 2012.
