Chithra Arumugam, born on November 3, 1968, is an Indian Administrative Service officer from the 1995 batch, Odisha cadre. She holds an M.A. and an M.Phil. Currently, she serves as the Additional Chief Secretary in the Labour and ESI Department of Odisha since November 26, 2025. Throughout her career, she has held various positions including Principal Secretary, Special Secretary, Commissioner, Additional Secretary, Director, Policy Officer, Deputy Secretary, and Sub-Divisional Magistrate. Fluent in English and Tamil, Chithra Arumugam continues to contribute to the administrative framework of Odisha.
