Chithra Arumugam, born on November 3, 1968, is an Indian Administrative Service officer from the 1995 batch, Odisha cadre. She holds an M.A. and an M.Phil. Currently, she serves as the Additional Chief Secretary in the Labour and ESI Department of Odisha, a position she has held since November 26, 2025. Her previous roles include Principal Secretary and Special Secretary. Fluent in English and Tamil, Chithra Arumugam continues to contribute to the administrative framework of Odisha.
