C Umamaheswara Rao, born on June 1, 1948, is a retired IAS officer from the 1988 Andhra Pradesh cadre. He holds a graduate degree in Mechanical Engineering and postgraduate qualifications in Business Administration and Mechanical Engineering. Throughout his career, he served in various capacities including Managing Director, Additional Secretary, Joint Secretary, Joint Chief Electoral Officer, Director, District Collector and Magistrate, Joint Collector, General Manager, Officer on Special Duty to Minister, Revenue Divisional Officer, Special Assistant to the Chief Minister, Superintendent, and Special Deputy Collector. His most recent role was Administrator in the Rural Development Department from June 12, 2004, to May 31, 2008.
