C Paulrasu, born on 23 May 1978, is an Indian Administrative Service officer from the 2004 batch, Himachal Pradesh cadre. He holds an M.B.A. in Business Administration from Bharatidasan University, along with B.Sc. and M.Sc. degrees from IARI New Delhi. Currently, he serves as Secretary at the Horticulture Department, Himachal Pradesh, a position he has held since 23 January 2023. Throughout his career, he has held various roles including Secretary, Director, Executive Director, Deputy Commissioner, Special Secretary, Chief Executive Officer, Sub-Divisional Officer, and Block Development Officer. He is proficient in English, Hindi, and Tamil.
