Dr. Bishnu Charan Mallick, born on 26 May 1975, is an Indian Administrative Service officer from the 2007 Rajasthan cadre. He holds a B.A. from Utkal University, Bhubaneswar, and an M.A. and M.Phil. from Jawaharlal Nehru University, New Delhi. Currently, he serves as Director at Rajasthan in the Department of Census Operations and Citizen Registration.
