Biresh Kumar, born on January 19, 1957, is a retired Indian Administrative Service officer from the 1983 Uttar Pradesh cadre. He holds an M.B.A. in Business Administration, a B.A. Honours in Economics, and a postgraduate degree in Sociology. Throughout his career, he served in various capacities including District Collector and Magistrate, Chief Development Officer, Joint Secretary, Additional Secretary, and multiple Principal Secretary roles. His most recent position was Principal Secretary in the Commercial Taxes Department, commencing on April 3, 2012. Biresh Kumar’s extensive administrative experience spans numerous senior roles within the Uttar Pradesh government.
