Bipul Pathak, born on 23 February 1969, is an Indian Administrative Service officer from the 1992 batch, assigned to the A G M U T cadre. He holds a B.E. in Mechanical Engineering from Kurukshetra University, Haryana, and an M.B.A. Currently, he serves as the Additional Chief Secretary at J&K in the Social Welfare department since 16 February 2026. His previous roles include Additional Chief Secretary, Principal Secretary, and Director General. Bipul is proficient in English, Hindi, Kashmiri, Punjabi, and Urdu. He continues to serve in the Indian Administrative Service.
