Binay Kumar Sinha, born on January 2, 1952, is a retired Indian Administrative Service officer from the 1975 Gujarat cadre. He holds a graduate degree in English and a diploma in German. Over his career, he served in various capacities including District Collector, Municipal Commissioner, Managing Director, Principal Secretary, and Development Commissioner. His most recent position was Additional Chief Secretary at Gujarat from November 30, 2009, to January 31, 2012. He was also associated with the Department of Ports, Shipping and Waterways. Throughout his service, he held numerous administrative and leadership roles across multiple departments.
