Bijay Ketan Upadhyaya, born on 15 August 1980, is an Indian Administrative Service officer of the 2009 Odisha cadre. He holds a B.V.Sc. & A.H. degree from Orissa University of Agriculture and Technology, Bhubaneswar. Throughout his career, he has served in various capacities including Secretary, Director, Joint Secretary to Government, Project Director, and Sub Collector. Currently, he is the Secretary of the Odia Language Literature and Culture Department, Odisha, a position he has held since 24 July 2025. He is proficient in English and Oriya and continues to serve in the Odisha administration.
