Bihari Lal Meena, born on January 5, 1949, is a retired Indian Administrative Service officer from the 1981 West Bengal cadre. He holds a postgraduate degree in Economics. Throughout his career, he served in various capacities including Managing Director, Secretary, Special Secretary, Director, Deputy Secretary, Joint Secretary, District Magistrate, Additional District Magistrate, Additional Executive Officer, and Executive Magistrate. He was the Commissioner at Jalpaiguri, West Bengal, from January 7, 2007, to January 31, 2009. He also served as the Director of Census Operations in the Land Revenue Department.
