Bihari Lal, born on August 14, 1942, is a retired Indian Administrative Service officer from the 1984 batch of the Uttar Pradesh cadre. A graduate by education, he served in various capacities including District Magistrate, District Collector and Magistrate, Special Secretary Director, Special Secretary, Joint Secretary, and Joint Managing Director. His most recent position was as a Member in the Finance Department from May 1, 2001, to August 31, 2002. Throughout his career, he contributed to the administrative framework of Uttar Pradesh before retiring from service.
