Biaktluanga, born on March 1, 1961, is a retired Indian Administrative Service officer from the 2003 batch, AGMUT cadre. During his career, he held several key positions including Secretary to the Governor, Additional Commissioner, and Special Secretary. His most recent role was Commissioner & Secretary in the Personnel and Administrative Reforms Department, a position he assumed on January 1, 2018. Throughout his service, Biaktluanga contributed to various administrative functions within his cadre before retiring from the IAS.
