Bhaskaranand, born on July 1, 1955, is a retired Indian Administrative Service officer from the 1997 batch of the Uttarakhand cadre. He holds a Bachelor of Arts degree. During his service, he held various positions including Secretary and Additional Secretary. His most recent role was Additional Secretary to the Chief Minister in the Chief Minister's Secretariat/Staff Officers department from September 14, 2011, to June 30, 2015.
