Bhagwan Shankar, born on June 2, 1962, is a retired Indian Administrative Service officer from the 1988 batch of the Sikkim cadre. He holds a B.Tech. in Civil Engineering from IIT Kanpur and an M.P.A. in Public Administration from Indira Gandhi National Open University. Throughout his career, he served in various capacities including Executive Director, Joint Secretary, Director, Managing Director, Commissioner & Secretary, Special Secretary, Additional Secretary, Deputy Secretary, and Sub-Divisional Magistrate. He was also OSD to Minister Director. Bhagwan Shankar was honored with the Census Silver Medal by the President of India for his service.
