Basanta Charan Swain, born on 25 December 1945, is a retired Indian Administrative Service officer from the 1989 batch of the Odisha cadre. A graduate by education, he served in various capacities including District Collector and Magistrate, Secretary, Director, Additional Secretary, and Vice Chairman. His most recent position was Additional Secretary in the Food Supplies and Consumer Welfare Department from 14 September 2005 to 31 December 2005. Throughout his career, Swain contributed to multiple administrative roles within the Odisha government before retiring from service.
