Balwinder Singh Bhullar, born on 12 May 1959, is a retired Indian Administrative Service officer from the 1986 Uttar Pradesh cadre. He holds a graduate degree in Agriculture and a postgraduate degree in Soil Science. Throughout his career, he served in various capacities including Director General, Additional Secretary, Joint Secretary, Principal Secretary, Secretary, District Magistrate, and Vice Chairman. His most recent position was Director General in the Civil Aviation Department from 19 December 2016 to 31 May 2019. Bhullar’s extensive experience spans multiple administrative and leadership roles within the government.
