Balwant Singh, born on 15 July 1977, is an Indian Administrative Service officer from the 2007 batch, Odisha cadre. He holds a B.A. degree from MD Saraswati University, Ajmer. Currently, he serves as the Head at Odisha State Highway Authority, Bhubaneswar, a position he assumed on 1 April 2026. Throughout his career, he has held various roles including Commissioner-cum-Secretary to Government, Managing Director, Director, District Collector and Magistrate, Planning Adviser, and Sub Collector. Proficient in English and Hindi, Balwant Singh continues to contribute to the administrative framework of Odisha.
