Balvender Kumar, born on 14 February 1957, is a retired Indian Administrative Service officer from the 1981 batch of the Uttar Pradesh cadre. He holds a graduate degree and M.Sc. in Botany, along with a postgraduate qualification in Development Administration. Throughout his career, he served in various capacities including Vice Chairman, Development Commissioner, Additional Secretary, Principal Secretary, Chairman and CEO, Inspector General, Joint Secretary, Director General, Secretary, District Collector and Magistrate, among others. His most recent position was Secretary in the Department of Mines and Minerals from 1 July 2015 to 14 February 2017.
