Balvant Singh, born on December 6, 1951, is a retired Indian Administrative Service officer from the 1975 Gujarat cadre. He held various key positions throughout his career, including Additional Chief Secretary, Principal Secretary, Managing Director, Secretary, Chief Electoral Officer, Municipal Commissioner, Director, Deputy Secretary, District Collector, District Development Officer, and Assistant Collector. His most recent role was Additional Chief Secretary in the Home Department at Gandhinagar, Gujarat, from October 1, 2008, to December 31, 2011. He holds a Diploma in Management, and postgraduate degrees in Physics and Rural Social Development.
