B Vijayan, born on 30 September 1954, is a retired Indian Administrative Service officer from the 1982 batch of the A G M U T cadre. He holds a postgraduate degree in International Studies and a graduate degree in English. Throughout his career, he served in various capacities including Principal Secretary, Joint Secretary, Development Commissioner, District Collector and Magistrate, Secretary, Director, Project Director, Sub Collector, Deputy Director, Joint Director, and S D M. His most recent position was Chief Secretary to the Government in the General Administration Department from 13 August 2012 to 30 September 2014.
