B Bhattacharya, born on 16 August 1940, is a retired Indian Administrative Service officer from the 1986 batch, West Bengal cadre. He holds a graduate degree and served in various capacities during his career. His past positions include Joint Secretary and Joint Commissioner. Most recently, he was the Director of the Social Justice and Empowerment Department from 1 September 1998 to 31 August 2000.
