Atul Prasad, born on 13 February 1962, is a retired Indian Administrative Service officer from the 1987 Bihar cadre. He holds a B.Tech. in Electrical Engineering from IIT Kanpur, a PG Diploma in Financial Management from IGNOU, and a Certificate in Public Administration from Syracuse University. His distinguished career includes roles such as Secretary General in the Social Justice and Empowerment Department (2017–2022), Commissioner, Principal Secretary, Joint Secretary, CEO, Managing Director, Municipal Commissioner, District Collector and Magistrate, and Additional Secretary. He was awarded the 1991 Census Silver Medal for his service.
