Atal Dulloo, born on October 24, 1966, is a 1989 batch Indian Administrative Service officer from the A G M U T cadre. He holds a B.Tech degree in Civil Engineering. Currently, he serves as the Chief Secretary of Jammu and Kashmir, a position he has held since December 1, 2023. Mr. Dulloo continues to be an active member of the Indian Administrative Service.
