Appaso Balappa Dhulaj, born on June 1, 1969, is an Indian Administrative Service officer from the 2009 Maharashtra cadre. He holds a B.Sc. and an LL.M. degree. Currently serving as Secretary in the OBC Bahujan Welfare Department, Maharashtra since June 12, 2025, Dhulaj has previously held positions including Commissioner and Director. He continues to serve in the IAS, contributing to the administrative framework of Maharashtra.
