Apoorva Kumar Singh, born on 24 October 1967, is a 1991 batch Indian Administrative Service officer of the Haryana cadre. He holds a B.E. in Chemical Engineering from IIT Delhi, a P.G. in Chemical Engineering from the University of Notre Dame, and an LL.M. in Constitution and Interpretation of Statutes from National Law University Delhi. Currently, he serves as Additional Chief Secretary, Higher Education Department, Haryana (since 03 July 2026). He has held various senior positions and received appreciation letters for contributions in promotion matters, wheat production, excise policy, and energy-efficient lighting. He is proficient in English and Hindi.
