Achhru Ram Talwar, born on March 28, 1954, is a retired Indian Administrative Service officer from the 1980 Punjab cadre. He served as Principal Secretary in the Higher Education and Languages Department, Punjab, from February 11, 2013, to March 31, 2014. His educational qualifications include an M.B.A. in Business Administration from Southern Cross University, an LL.B. in Law from Panjab University, and a graduate degree in Botany. Throughout his career, he held multiple key positions such as Finance Commissioner, Secretary, Registrar, Managing Director, Commissioner, Director, Deputy Commissioner, and various administrative roles within the Punjab government.
