His most recent position was Additional Secretary in the Department of Water Resources from September 1, 1992, to December 1, 1993. He holds graduate degrees in Law and Political Science, as well as a postgraduate degree in Political Science. Throughout his career, he contributed to the administrative framework of Bihar and the Department of Water Resources.
