He served in various capacities including District Collector, District Magistrate, and Joint Secretary. His most recent position was Joint Secretary in the Department of Planning and Programme Implementation from April 1, 1990, to November 1, 1990. Throughout his career, Dubey held significant administrative roles contributing to the governance and development of Bihar.
