A C Singh, born on December 6, 1938, is a retired Indian Administrative Service officer from the 1983 Bihar cadre. He holds a graduate and postgraduate degree in Physics. Throughout his career, he served in various capacities including Sub-Divisional Officer, Additional District Magistrate, Deputy Secretary, Joint Director, and Managing Director. His most recent position was Additional Secretary in the Public Works Department from February 1, 1993, to December 31, 1996.
