A significant administrative development has triggered speculation over a possible leadership change in the Jammu & Kashmir Police. The Appointments Committee of the Cabinet (ACC) has approved the premature repatriation of senior IPS officer Rajesh Kumar (AGMUT: 1995), currently serving as Special Director General of the Central Reserve Police Force (CRPF), to his parent AGMUT cadre with immediate effect.
The decision, issued by the Department of Personnel and Training (DoPT) on November 2, 2026, has fuelled discussions over whether Rajesh Kumar could be considered for the post of Director General of Police (DGP) of Jammu & Kashmir, potentially replacing incumbent Nalin Prabhat.
A Significant Administrative Move
According to the DoPT order bearing reference number 6/33/2026-EO(SM-I), the ACC approved the Ministry of Home Affairs’ proposal for Rajesh Kumar’s premature repatriation from the CRPF to his parent AGMUT cadre.
The order was issued with immediate effect. However, it does not mention any specific posting or appointment for Rajesh Kumar following his return to the cadre.
Why Rajesh Kumar Is Being Seen as a Potential Contender
Rajesh Kumar, a 1995-batch AGMUT cadre IPS officer, has considerable experience in policing and security administration. He has previously served in important assignments in Jammu & Kashmir, including as IGP Jammu and IGP CRPF Jammu.
His familiarity with the region’s security environment and administrative machinery could work in his favour if the government considers a change in the police leadership.
Rajesh Kumar was also among the senior AGMUT cadre officers empanelled for the DGP-level rank in June 2026. Other officers in the empanelment included S.D. Singh Jamwal and S.S. Khandare.
What Happens to Nalin Prabhat?
Nalin Prabhat is currently serving as the DGP of Jammu & Kashmir. Any change in the state’s police leadership would require a separate decision by the competent authorities.
While Rajesh Kumar’s return to the AGMUT cadre has generated speculation, there is no official communication yet indicating that Nalin Prabhat is being replaced or that Rajesh Kumar has been selected as his successor.
More Than a Routine Repatriation?
The timing of Rajesh Kumar’s premature repatriation has attracted attention in administrative and police circles. His return to the parent cadre could be part of a broader cadre-level administrative exercise, or it could potentially precede a significant posting in the sensitive Jammu & Kashmir security establishment.
Given the strategic importance of Jammu & Kashmir, the appointment of its police chief carries considerable operational and administrative significance. The government’s eventual choice will reflect its priorities in policing, counter-terrorism operations and internal security management.
The Bottom Line: Rajesh Kumar’s premature repatriation has certainly strengthened speculation about a possible change in the leadership of Jammu & Kashmir Police. However, the ACC order only confirms his return to the AGMUT cadre. Whether he will replace Nalin Prabhat as DGP remains an open question pending an official announcement.
