The Union Public Service Commission (UPSC) has approved the induction, with the Ministry of Home Affairs (MHA) and the Department of Personnel and Training (DoPT) now directing the Jammu and Kashmir administration to obtain consent from the selected officers before the formal notification is issued, officials said.

According to the officials, the proposal has been sent to the Jammu and Kashmir General Administration Department (GAD), which has already received communications from the Centre. “Now it will seek consent letters from all 14 officers. Although the UPSC clearance represents the key selection stage, the officers will continue to remain members of the JKAS until the Central government issues the formal induction notification,” a senior MHA official told The Secretariat.

The selected officers are: Babila Rakwal, Shabnam Kamili, Rachna Sharma, Leena Padha, Rajinder Singh Tara, Tariq Hussain Ganai, Munir Ul Islam, Sajjad Hussain Ganai, Anoo Malhotra, Nitu Gupta, Prediman Krishen Bhat, Bhawani Rakwal, Smita Sethi, and Anuradha Gupta.

Long-Pending Promotion Exercise 

The development follows a recent two-day UPSC Selection Committee meeting held in New Delhi. The committee considered eligible JKAS officers against vacancies pertaining to 2019 and 2020 under the IAS (Appointment by Promotion) Regulations.

Senior officials from the Jammu and Kashmir administration and the Ministry of Home Affairs participated in the selection process. Official sources said most of the 14 officers were approved against 2019 vacancies, while the remaining officers were cleared against 2020 vacancies.

The selection committee had considered a total of 23 vacancies. But only 14 serving officers have been cleared in the present exercise, as the remaining nine vacancies relate to officers who have since retired. Since retired officers cannot be inducted into the IAS, these vacancies will be carried forward to the next selection cycle.

The carried-forward vacancies could provide additional opportunities for eligible JKAS officers in the next round, alongside any fresh vacancies that become available.

Induction Process

“The finalisation of the current exercise is expected to follow a straightforward administrative sequence. The GAD will first obtain consent from the 14 officers and forward the documents to the MHA and DoPT. The Central government will then issue the formal IAS induction notification, after which the officers will receive their respective years of allotment based on the applicable vacancy years and service rules,” a senior MHA official said, adding that until the notification is issued, the UPSC clearance does not by itself make the officers members of the IAS.

The induction assumes added significance following the reorganisation of Jammu and Kashmir as a Union Territory. Once inducted, the officers will become part of the AGMUT—Arunachal Pradesh-Goa-Mizoram and Union Territories—cadre rather than a separate Jammu and Kashmir state cadre. The common cadre encompasses several states and Union Territories, including Jammu and Kashmir, Delhi, Ladakh, Goa, Mizoram, Arunachal Pradesh, Chandigarh, the Andaman and Nicobar Islands, Lakshadweep, and the Union Territories of Dadra and Nagar Haveli and Daman and Diu.

JKAS-To-IAS Induction Process

The latest exercise also marks an important revival of the JKAS-to-IAS induction process, which has historically been affected by delays arising from seniority disputes, legal challenges and procedural issues.

The previous induction was completed on August 4, 2022, when 16 JKAS officers entered the IAS. That exercise had initially cleared 28 officers on July 8, 2022, but the final number was reduced after some officers became ineligible or could not join.

The 2022 exercise itself had followed a prolonged hiatus. The induction process remained stalled for nearly 12 years between 2010 and 2022 before the earlier round broke the deadlock. Nearly four years after that induction, the latest UPSC clearance is being viewed as another step towards restoring a more regular pathway for JKAS officers seeking entry into the All India Service.

AGMUT Administrative Framework

For the 14 officers cleared in the current exercise, induction into the IAS represents a major career milestone, expanding their professional opportunities and placing them within the broader AGMUT administrative framework.

Their year of allotment will also determine their position in the IAS seniority structure, making the forthcoming Central Government notification a crucial final step.

With nine vacancies being carried forward, the present exercise could also set the stage for another sizeable JKAS-to-IAS induction in the next cycle, offering fresh opportunities to eligible officers awaiting promotion to the country’s premier All India Service.
