Rajasthan IAS Officer Shikhar Agarwal Placed on APO, Awaits Further Posting Orders

Rajasthan Government issues order amid alleged property purchase controversy; senior officer has handled several key responsibilities

Senior Rajasthan IAS officer Shikhar Agarwal (1993 batch) has been placed on Awaiting Posting Order (APO) by the state government. The order was issued by the Personnel Department (K-1) of the Rajasthan Government. It states that he will remain awaiting a posting on administrative grounds until further orders.

Given Shikhar Agarwal’s significant responsibilities in Rajasthan’s administrative machinery, his placement on APO is being viewed as an important development in the state’s bureaucratic circles.

The decision to place Agarwal on APO comes amid an alleged controversy surrounding a property purchase and a subsequent leaseback arrangement. The transaction has triggered discussions within administrative circles. However, the official order cites only “administrative reasons” for placing him on APO and does not identify the controversy as the official reason for the decision.

Had Been Associated with Key Departments

Considering Agarwal’s previous responsibilities, the development is significant beyond the posting of an individual officer. Industrial policies, MSME promotion, investor coordination, industrial infrastructure and the functioning of institutions such as RIICO are directly linked to Rajasthan’s economic development.

He had been serving as Additional Chief Secretary in departments related to industries, MSMEs and public sector undertakings. He was also associated with the Delhi-Mumbai Industrial Corridor and investment promotion activities. Senior officers play a crucial role in ensuring administrative continuity, policy decisions and the implementation of investment proposals in these departments.

What Does APO Mean?

APO stands for Awaiting Posting Order. In government administration, it means that an officer has been relieved of their existing responsibilities and placed in a position of awaiting a new posting order.

Placement on APO does not, by itself, amount to suspension, a finding of guilt or a disciplinary penalty. The officer’s next assignment, the duration of the APO period and whether any separate inquiry or action is initiated will depend on subsequent government orders.
