IAS Under ACB Scanner, IPS Wife Shunted to APO!

40 Villas, Alleged Corporate Nexus and Back-to-Back Administrative Action Put Rajasthan Bureaucracy Under Spotlight

Shikhar Agrawal IAS, Prashakha Mathur IPS, Rajasthan ACB investigation

Rajasthan’s bureaucracy is facing an uncomfortable spotlight after the state government placed senior IPS officer Prashakha Mathur, wife of IAS officer Shikhar Agrawal, on Awaiting Posting Order (APO), barely a day after approving an Anti-Corruption Bureau (ACB) investigation against her husband over alleged collusion with a private resort company.

The sequence of developments has triggered considerable discussion in administrative circles, particularly because both officers occupy senior positions in the state’s bureaucratic and policing establishment.

A 1995-batch IPS officer, Mathur was serving as Additional Director General in charge of Planning, Modernisation and Welfare. The government has cited “administrative reasons” for her transfer to APO, without officially linking the decision to the allegations against her husband.

The ACB investigation against Agrawal, meanwhile, centres on allegations that he extended undue benefits to a private company operating hotels and resorts under a particular brand name. These alleged benefits reportedly included relaxations in resort construction norms, approvals without verification of mandatory certificates and special concessional financial packages.

The 40-Villa Allegation

The most striking aspect of the preliminary inquiry concerns the alleged purchase of 40 villas at the company’s resorts in Bujhda, Udaipur district, and Ajabgarh, Alwar district.

According to the ACB, Agrawal allegedly entered into a nexus with the company’s directors and purchased these properties in his own name as well as in the names of family members.

The allegations raise serious questions about the possible misuse of administrative authority, regulatory concessions and the relationship between senior government officials and private business interests.

A Bureaucratic Fallout Beyond the ACB Probe

The decision to place Mathur on APO has added another dimension to the controversy. Although the government has officially cited administrative reasons, the timing has brought the development under intense scrutiny within bureaucratic circles.

The case now puts the spotlight on accountability at the highest levels of the state administration. The ACB’s findings will be crucial in establishing whether official decisions were allegedly influenced to benefit private commercial interests.

For Rajasthan’s bureaucracy, the unfolding episode is more than an individual corruption investigation. It is a test of administrative accountability, institutional oversight and the boundaries between public office and private business interests.
