Hemraj Bairwa Appointed Deputy Secretary In The Ministry Of Power

Himachal Pradesh-cadre IAS officer of the 2013 batch to serve a four-year tenure under the Central Staffing Scheme

Hemraj Bairwa IAS, Ministry of Power, Deputy Secretary appointment

NEW DELHI: The Centre has approved the appointment of Hemraj Bairwa, a 2013-batch IAS officer of the Himachal Pradesh cadre, as Deputy Secretary in the Ministry of Power, New Delhi, under the Central Staffing Scheme for a tenure of four years.

According to an order issued by the Department of Personnel and Training (DoPT) on October 26, 2026, the appointment will take effect from the date he assumes charge of the post. His tenure will continue for four years or until further orders, whichever is earlier.

The order, issued by the Office of the Establishment Officer, has been communicated to the Chief Secretary of Himachal Pradesh, with instructions to relieve Bairwa of his current responsibilities immediately so that he can take up his new assignment in the Ministry of Power.

Central Deputation: A Move to the Union Government

Bairwa’s appointment brings him into the Union government’s administrative framework at the Deputy Secretary level. Officers appointed under the Central Staffing Scheme are deployed to central ministries and departments to handle policy formulation, programme implementation, intergovernmental coordination and administrative functions.

The Ministry of Power plays a critical role in shaping the country’s electricity-sector policies, coordinating with state governments and overseeing initiatives relating to power generation, transmission, distribution and energy-sector reforms. Bairwa’s appointment comes at a time when electricity demand management, power-sector efficiency and reliable supply remain important policy priorities.

Three-Week Joining Deadline

The DoPT order also reiterates the prescribed timeline for joining the new assignment. Citing the directions of the Appointments Committee of the Cabinet (ACC), conveyed through a DoPT circular dated August 17, 2005, it states that the officer must join the post within three weeks of the issue of the appointment order.

Failure to comply may lead to the initiation of debarment proceedings under the Central Staffing Scheme.
