The transfer and appointment orders issued by the Gujarat government for IAS officers have assigned new responsibilities across key departments, ranging from district administration to Dholera Special Investment Region (SIR), sports and rural development. The reshuffle involves not only changes in district collectors but also significant administrative changes in the revenue machinery, industrial projects and rural development administration.

Pravin Chaudhary Gets Charge of Two SIR

The most significant name in this reshuffle is Pravin Chaudhary. Currently serving as the Collector of Anand, Chaudhary has been placed under the Industries and Mines Department and appointed as the Chief Executive Officer (CEO) for Special Projects for Dholera SIR and Mandal-Becharaji SIR. With this appointment, Dr. Kuldeep Arya will be relieved of the additional charge.

Dholera is one of Gujarat's ambitious industrial and infrastructure projects. Issues such as land management, infrastructure development, coordination with investors and project implementation are directly linked to administrative efficiency. From this perspective, Pravin Chaudhary's appointment can be considered significant. However, the order itself does not establish any specific government strategy behind the appointment or indicate dissatisfaction with the progress of any project.

S.K. Prajapati Gets Rural Development Role

Mehsana Collector S.K. Prajapati has been transferred and appointed as Additional Commissioner of Rural Development in the Commissionerate of Rural Development in Gandhinagar. He will be succeeded by Dr. Harshit Pruthviraj Gosavi, who was serving as Additional Secretary in the Home Department, handling law and order.

The changes reflect a transfer of responsibilities between two distinct areas of administration. Harshit Gosavi is moving from law-and-order administration in the Home Department to district administration, while S.K. Prajapati has been assigned a state-level responsibility in rural development. As the new Collector of Mehsana, Gosavi will be responsible for addressing revenue-related issues, local development and the implementation of government schemes in the important district.

DDOs Elevated to Collector Posts

M.J. Dave, District Development Officer (DDO) of Banaskantha-Palanpur, has been appointed as Collector of Vav-Tharad. Meanwhile, Utsav Gautam, District Development Officer of Kutch-Bhuj, has been appointed as Collector of Anand. Anand Collector Pravin Chaudhary has been assigned responsibility for Dholera and Mandal-Becharaji SIR.

These changes clearly indicate a move to appoint officers with experience as District Development Officers to the post of Collector. The responsibilities of a DDO primarily involve rural development, Panchayati Raj and development schemes, whereas a Collector has broader responsibilities covering revenue administration, law and order, and coordination among various government departments.

The impact of the new administrative arrangements in Vav-Tharad and the appointment of a new Collector in Anand will become evident in the coming months, as their respective administrative priorities take shape.

Tribal Officers Get New District Roles

Vandana Meena, Project Administrator under the Tribal Area Sub-Plan in Mahisagar, has been appointed as District Development Officer of Valsad. The incumbent Valsad DDO, Atirag Chaplot, has been appointed as District Development Officer of Kutch-Bhuj, succeeding Utsav Gautam.

Similarly, Rajeshkumar Maurya, Project Administrator of the Tribal Area Sub-Plan in Songadh, has been appointed as District Development Officer of Amreli. He will take over the position currently held under the additional charge of K.J. Jadeja, GAS (Senior Scale). Swapnil Mahadev Sisale, Project Administrator in Vansda, has been appointed as District Development Officer of Tapi, while Omkar Rajendra Shinde, Project Administrator in Chhota Udepur, has been appointed as District Development Officer of Chhota Udepur.

The reshuffle assigns new district development responsibilities to officers who have previously worked in tribal areas. Given the importance of issues such as education, healthcare, employment, infrastructure and access to government schemes in tribal regions, it will be significant to see how their previous experience contributes to their new roles.

B.N. Patel to Head Sports Authority

B.N. Patel, Executive Director of Gujarat Gas Limited, has been placed under the Sports, Youth and Cultural Activities Department. He has been appointed as Director General of the Sports Authority of Gujarat in Gandhinagar.

This appointment marks a transition from a responsibility associated with the industrial sector to sports administration. The Sports Authority of Gujarat plays an important role in developing sports infrastructure, training athletes, organising competitions and implementing sports-related schemes. His priorities in the new role will become clearer in the coming months.

Alok Kumar Pandey Gets Additional Charge

Other significant changes in the Gujarat administration include the assignment of additional charge of Relief Commissioner and Ex-Officio Secretary in the Revenue Department to Alok Kumar Pandey, Secretary in the Tribal Development Department at the Secretariat. He will replace Gaurangbhai H. Makwana in this responsibility.

Gaurangbhai Makwana has been assigned the additional charge of Managing Director of iNDEXTb, alongside his responsibility as Managing Director of Uttar Gujarat Vij Company Limited (UGVCL).

Pandya Named Information Director

G.T. Pandya, Additional Secretary in the Education Department, has been appointed as Director of Information in Gandhinagar. Meanwhile, C.C. Kotak, an officer of the SCS cadre, has been placed under the Panchayat, Rural Housing and Rural Development Department and appointed as Special Director of the State Institute of Rural Development in Ahmedabad. In another change, Sachinkumar, District Development Officer of Chhota Udepur, has been appointed as Deputy Secretary in charge of law and order in the Home Department.
